Parliamentary Perspectives and Oversight Functions in the Best Practices of the Dutch Tweede Kamer: A Case Study of the 2014 eKTP Corruption
Abstract
The House of Representatives' oversight function is a crucial foundation of Indonesia's constitutional democracy, designed to ensure that the government continues to carry out its role transparently and accountably. However, the 2014 e-KTP corruption case served as a stark reflection of the DPR's weak legislative oversight at the time. The inappropriate and politically motivated use of the right of inquiry demonstrated the need for serious oversight mechanisms to be more objective and free from vested interests. One interesting possible solution is the practice of the Dutch Parliament, which offers a more mature approach, including transparent processes, more open and publicly accessible reports, and independent and multidimensional oversight. This study outlines the impact of the weak oversight system in Indonesia and proposes a solution based on Dutch best practices, but tailored to Indonesian circumstances.
